Our approach was developed and formulated after conducting a thorough landscape analysis. We took the information learned and assessed that information against the strengths and weaknesses of the Mayor’s office. For instance, in a strong Mayor system, the Mayor’s office is better positioned than another organization to pass necessary ordinances or leverage the Houston Police Department’s regulatory police in addition to its human trafficking unit and its investigative capabilities. This process of identifying our advantages is embodied in phase 1 and phase 2 of the City Anti-Human Trafficking Strategic Plan. This plan has 5 objectives and over 100 strategies and tactics. Phase 1 was announced in April 2016 and it was completed in May 2020. Phase 2 was issued as we were nearing completion of phase 1. Phase 2 and continual process improvement data tracking of phase 1 programs dictates our day to day function.
